If a person doesn't read a PM, the message remains in the outbox of the sender. It is interesting that this has happened with multiple members, so that may not be the issue in this instance.
Some members may not be familiar with PMs, and may not look at the mailbox icon next to their user name.
One option would be to reply to one of their posts using the quote function with something like "I've sent you a Private Message with more information. You should be able to see it in the mailbox icon next to your user name."
You can also click on a user's name to see their Profile, which lists when they were last "active" i.e. logged onto the forum. If someone hasn't been active for some time, it may be they also don't respond to an email notification of a PM.

I don't know if you're still having issues, but I should have emphasized about being patient. We are an all volunteer non-profit organization, so the tech team, the moderators, board members, etc. are all volunteers. Some have jobs, family issues, or are otherwise very busy. So if you haven't heard from the tech team, or if someone hasn't opened your PM, be patient and reconcile yourself to the situation. I have a PM that's been sitting in my outbox since 2017 because the member never opened my response to her inquiry.
